ENTERPRISE TRANSITION PLAN
The Enterprise Transition Plan (ETP) served as the Department's statutorily required roadmap for its defense business systems that are new or being modernized. It also identified the governance and strategic framework DoD uses to manage its investments, described how those investments are part of the Department's overarching management reform efforts, outlined key improvement initiatives for the current fiscal year and provides specific information regarding each of its business system investments.
The ETP is now incorporated into functional strategies, component organizational execution plans, and data in the DoD Information Technology Portfolio Repository (DITPR); Select and Native Programming Data Input Systems for Information Technology (SNaP-IT); Integrated Business Framework Data Alignment Portal (IBF-DAP); and the DoD Information Technology Investment Portal (DITIP). For example, the listing of the defense business systems that will be phased out of the defense business systems computing environment within three years after review and certification as ‘legacy systems’ by the investment management process, together with the schedule for terminating those legacy systems, is generated using queries of DITPR. Financial resource needs and milestones for new systems that are expected to be needed to complete the target defense business systems computing environment are identified in DITPR and SNaP-IT. Furthermore, the National Defense Authorization Act for Fiscal Year 2016 no longer specifies an explicit transition plan for implementing the defense business enterprise architecture. However, the department will continue to do transition planning as part of the enterprise architecture requirements under United States Code title 44 section 3601.
In accordance with Office of the Secretary of Defense records disposition schedules, records disposition schedule 1607 Chief Information Officer Files series, ETPs are deleted when 7 years old or when no longer needed. Therefore, only ETPs as far back as FY 2010 are now included. The FY2012, 2011 and 2010 enterprise transition plans
